"A set is a unity of which its elements are the constituents." (Gödel)

In this sense the Fs constitute the set of Fs.
In other words, the set of Fs as a whole is composed of the Fs, which
are its parts.

But how can concrete material things such as dogs constitute an
abstract immaterial thing such as a set?

What is more, if all parts of a whole cease to exist, the whole ceases
to exist too.
So how could the set of dinosaurs as a whole "survive" the total
extinction of its parts, the dinosaurs?
