"There is an exception to every rule." - Proverb

Is there or is there not an exception to that rule?

According to the proverb, there must be an exception. But if there's an
exception to that rule, what is the exception?

If there is no exception, why does that rule not obey the rule, since
the rule is exceptionless?

Keep your head on straight. This one is a doozy.
