Why can't I say, in english, "the concept horse is a concept"? I've
searched far and wide without any luck.
You can say it --
you just wrote it.
If the reason why I can't say it is because "the" concept refers to an
object or particular case and not a concept, then why can't I say "the
concept of a horse is a concept" or even, "the concept 'horse' is a
concept"?
How do you say (rather than write) " the concept 'horse'" anyway?
If you're wondering about Frege's ideas (that's the dead Frege),
then say so.
