Logic, Turkish constitution and the latest political events

Supreme court in Turkey reached a decision which says presidential
election in the parliament was invalid. The reason for that is the
following law which says:
"To be elected as president in the first round, you have to have the
votes of 2/3 of all assembly members (which is 550)"
"To be elected as president in the later rounds, you have to have the
votes of 1/2 of all assembly members (which is 550)"
Now the Supreme court says:
"The first article implies that you have to have 2/3 of the members
INSIDE the assembly hall to complete a first round, otherwise you can
not continue to the later rounds."
i was wondering how logical this conclusion is
thanks a lot
