This is basically a denial of service attack. It happens when the
spammers buy the Congress and they give them a free reign to disrupt
the Internet instead of putting them in jail.
Wow. You have really strange ideas about the powers of Congress. Do
you think if Congress weren't so easily bribed, spam would disappear?
