It has been my hypothesis that the process is mechanical removal of
rust, as implied here.
It would be interesting to repeat the "putty knife experiment," but
instead of pulling off the dried tar, simply allowing the knife to sit
in a jar of kerosene until the tar dissolves away. What would the
underlying metal look like in that case? Naturally, this experiment
should be done with a control.
