Electrodes? Why? You'll get huge IR emission. Stick a suitable
amount of mercury in a heavy-walled fused silica tube, pump down, and
flame seal. Put it in a microwave cavity and blast away. Either way,
uou can broaden ad smooth the spectrum by doping with lanthanide
iodides. You increase lamp efficiency by jiggling the Hg isotope
ratio to lessen self-absorption. Photons are expensive - generate
them efficiently (then boast about it to your customers).
