Take a look at the GALAHAD library: it was written in 2002 on F90 by
prof. Gould, Orban and Toint.

It contains the implementation of a few methods of nonlinear
optimization. There are papers describing all used methods.
I have used QPA and QPB packages from this library, and found them
working fine.
