clawpack is quite well done and le Veque is one of the leading specialists
in the field. If the code doesn't fit your needs, then google:
diffusion++convection++codes

you will find a lot of free codes, e.g. from modulef, ifiss, etc
a total of 68900 hits, but of course many theoreticla papers therein.
