Torsion point simply means "point of finite order"
in the abelian group on the elliptic curve.
Assuming you are talking of elliptic curves over the rationals,
there is a simple criterion, the Nagell-Lutz theorem,
for determining points of finite order.
Try googling for "Nagell Lutz", or read Silverman & Tate.
