PL vs. PL locally flat

I am wondering, what is the definition of "PL locally flat," (see, for
example, http://www.arxiv.org/abs/math.GT/0408325). As I understand it
there is no way to take a PL embedding and have it be locally flat as
well. Perhaps I am misunderstanding the definition here of "PL locally
flat"?
