(1) and (2), yes. It's good to see journals rejecting expensive
publishers (e.g. Compositio Mathematica is now published by the LMS,
through Cambridge University Press, and is much cheaper as a result).
(3) and (4), not necessarily. There are sometimes copyright issues
involved here (probably different in the USA and Europe); moreover,
people have to make their own judgements as to whether to post an
article before it has been properly refereed.
(5) and (6), yes, for those whose have the spare time...
