Mathematica question: how to load a note book (.nb) using << command?

I have posted this question to the Math group few days
ago, but it was not posted, can someone here help?
I need to load a notebook (.nb) file into Mathematica that
I downloaded from the internet using a Get[] or << command.
This notebook implements some palettes.
I know how to load a package file (.m) using <<. But this is
not a package file. And I do not know how to convert this
to a .m file.
I am trying to load all the packages and .nb files that I need
from my init.m and do not have access to the installation directory
to put these packages there. In addition, by explicitly loading
it from init.m I would know which packages I am loading and
have added. (A form of documenting the packages I am
adding).
Is there a way to do this? What is the best method of doing this
sort of thing in Mathematica? I do not like just to copy packages
that I download to all over the place, with time, I forget
which I have downloaded and where I put them.
I think Mathematica needs some sort of a GUI based
package manager.
