There is mathematica@xxxxxxxxxxxxxxx
with about 1 message since May 2004. With appropriate advertising, this, or something similar could be made to work.
I do not know if there is a mechanism for changing a moderated to an unmoderated newsgroup, or for deposing the moderator (a coup?), or even if this would be a cure. Do you really want to change the mathematica group itself?
Another change would be to try to make sci.math.symbolic into
a moderated newsgroup and the moderator could exclude newbie Mathematica

Why don't you set up a Mathematica-related forum/message board? It's a more flexible format than usenet and I'm not aware of any competition. Then, you could open a topic area for "pricing/licensing" discussions and other issues considered "off-topic" in the moderated newsgroup.
