There is no department-wide policy about CAS usage. Years ago the computer science students used to do exceptionally well on homework in a certain statistics course because of Macsyma. The professor either didn't mind, or didn't know.

The point here is that the original poster is not asking for
help using a CAS.  he/she is asking another human to solve the
problem completely, from solution formulation to step-by-step
explanation.

This is consistent with a peculiar view about research.
student:  "Can I use the internet to do this research"?
teacher:  "Yes".
the student then uses the internet to purchase a term paper.
   or
the student uses the internet to find a person who, for a fee,
will solve the problem.
   or
the student uses the internet to ask people to solve the problem
FREE.  (The situation under examination here.)

Presumably the student will not mention that the solution
was entirely someone else's work, and his contribution to the
solution was simply to identify a willing author.

While in certain communities this might be considered "thinking
outside the box"  or "creative use of resources",  in my
community it usually is called "cheating" or "plagiarism".

This person is sending out a note on sci.math.symbolic asking
for assistance in cheating, and I view this as both insulting
and dishonorable, and a misuse of the newsgroup too. There
is a place to get help on math homework, but the people helping
tend to be coy with hints, or give so much general information
that the person asking is forced to understand it to extract
the actual solution. Might as well read the textbook then!

I discourage you from providing an answer to math homework on
sci.math.symbolic.
