At least the part you posted seems simple enough (a cursory glance
indicates that it deletes those transformations that have already been
evaluated), though it is hard to read because you haven't changed
$Package to get rid of the package qualifications. If you haven't
done so, you might want to read the manual sections on $Package,
$Packages, Begin, and End.

The person typing that stuff probably has used BeginPackage and
EndPackage.
