Wrong group: sci.math.symbolics is about computer algebra, not about
the use of symbols in typesetting. Try comp.text.tex instead.

That said, the \stackrel command may be what the OP needs. Not sure though.

Maybe define something like
\newcommand{\transversal}{\ensuremath{\stackrel{\cap}{\top}}}
