I think it's much more reasonable to assume that "it" refers to
the published version of the paper. You really think the journal
is posting referee's reports on the web?
(Now, assuming that "it" refers to the paper then one might
argue that there's a problem with the grammar, since if we
ignore what's sensible and look at what's written it does
appear that the referent is the positive opinions. I'm
not sure whether the fact that "it" is singular counts
as disambiguating this, but I _think_ it does...)
