stat problem: how to design a voting mechanism to vote publicly?

Hi all,
I found the following stat problem quite interesting:
We have a group of 8 people and working on some projects. We meet once per
week. Each time we meet, we try to identify the "weakest link" among us and
penalize the guy. I mean, for example, you want to identify the least
contributive person and ask him to do some extra work in order to keep our
whole organization highly efficient and productive. Maybe his salary will be
reduced. I don't know... (this is imaginary for now...:=)
But anyway, we can simply design a website to ask the 8 people to vote in
dark, the "weakest link" will be chosen by the voting result.
However, is there a way to design the vote to make it public. I mean, by
some stat tricks and ciphering the vote, maybe we can vote in public instead
of in dark. Obviously, if A thinks B is not good, he can vote against B, but
since they are colleagues, we don't want B know that A is against him...
Any indirect tricks can be played here to vote out publicly one unlucky guy
without turn people into enemy?
I am just curious to know ...
