As Journals go it is middle-brow. Original results are published there,
but also a lot of review type articles. Very Long peices like the
Feit-Thompson proof of the Burnside Conjecture will not find a home
there. It is very accessible to young mathematicians just beginning to
publish. Also, amateurs have a reasonably good chance of publishing
short notes in MAA American Mathematical Monthly.
