I think The Riemann Hypothesis don't "underlie" a plethora of puzzles
in physics.
Simply the Riemann Hypothesis is related the the Mertens Function,
that at the same time is related to the presence an even number of
different divisors or an odd number of different divisors in the
sequence of the integers. If we adjudicate the value 1 to the the first
case and the value -1 to the second case, and accumalte the values we
arrive to a Random Walk. It is well known by the statisticians that
from a Random Walk it is possible to extract any probabilistic
distribution.
The specter of energies of nuclei obeys also to a prob. dist.
