It is actually called habilitation instead of PhD. I don't know how much
it differs from the first one but one needs to write a second thesis on
probably
other areas to get tenure in Germany. Go to the site and check it

A couple of months ago, when reading the IEEE Spectrum, I learnt that the
German system seems to tend to abolish this system.
I recall that in the 70's when the program of computer science emerged, many
people who already had a PhD started a second one in CS. One famous example
is Andrew Yao, the Turing Award winner in 2000.
