Yes, what you say makes sense -- without the toolbar they should have
no special powers, so therefore the claim of a specially hidden cookie
is doubtful.
But they don't really need it -- if they transmit the machine ID,
machine hardware configuration, and IP address for each search, then
they should be able to identify you the next time you search, and
therefore continue to collect data on you, even if you deleted their
cookie.
