Why?
They don't seem to me to do much harm.
My university now has incredibly strict rules -
a PhD has to be completed within 5 years,
with no exceptions except certified insanity.
There used to be lots of perpetual students
who had been researching unknown French poets for 15 years.
They paid their fees, and treated the university
as a kind of haven from the chaos outside.
