Deictic difficulties. "This" was meant to refer to the text
that was to follow, not the text immediately preceding. It's
another instance of the phenomenon that makes it so risky to
assume that everyone in a group will have the same understanding
of such an innocuous phrase as "this Monday" or "last spring".
