tax discount



I saw a newspaper ad for men's clothing. The promotion was for "No
Tax". Sales tax in my corner of the world is 15% (a lot, I know). But
in the fine print at the bottom of the ad, it said "No tax is
equivalent to a 13.5% discount on pre-tax price of goods." Can someone
tell me how they get 13.5%? Why wouldn't it just be 15%?
