I'm not sure there is a good answer. I agree that "3 times 2" makes me
think of writing down three 2's and then adding them, suggesting that 3
is the multiplier.
On the other hand, if you write it grade-school style as
3
x 2
----
then I was taught that the number next to the multiplication symbol is
the multiplier, and the number on top is the multiplicand.
