The rule for the decimal expansion of the integer n:  the digits before
the decimal point are exactly the digits of n in base 10.  After the
decimal point, every digit is 0.

See?  For any integer n, there is a rule that makes a decimal for n.
Thus there are infinitely many decimals, since there is at least one
decimal for each natural number.

Each particular rule is indeed finite, but there are infinitely many
rules.
