there is nothing "normative" about the base of ten (or "decimals"), but
what possible reason could you have, for assuming that
pi is not *normal* in the given sense?
on the other hand,
you could just assume that, for the sake
of the plot of "Contact" -- phooey!
Why not use a provably normal number, instead of a conjecturally normal
number like pi?
