but since Legendre symbols have values {1,-1}
does that mean if I have (-1)*(-1)=1 ==>> two non-residues multipled
together to get a residue?

Why is it strange for the product of two non-squares to be a square?
Think about the integers. Is 2 a square? How about 2 times 2?
Or even stranger : how about 2 times 18
