This is in violation of standard refereeing procedure. The referees are
supposed to remain anonymous, which cuts down on the chances that X's
paper will be refereed by someone that X knows. (It can still happen; I
have refereed a paper by someone that I know. Of course, whoever
reviews X's paper will know who wrote it, which may be a flaw in the
system, so maybe X's name should be removed before the paper's sent out
....)
