True it was not chosen at random by its creator but it might seem that
way to an outsider to whom the number is not familiar. Take a USA
social security number, for example, which is nine digits long. To the
person whose SSN it is it is certainly not randomly chosen, but to
someone with no special knowledge guessing it would be like guessing a
random 9 digit number.
