I want to thank everyone who responded to this post. Tonight I had my
class and I asked my teacher to work this problem out. The problem
with my answer was the "5 cents a square foot" and the answer in the
back of the book "1.5 cents".
What I did in the beginning was convert the 5 cents to .05, which then
gave me the answer of .0115. This is what was throwing me and even
threw my teacher for a minute or two. If I would have just used 5 as
it read in the problem, it would have come out 1.15 (cents). Yes it is
true that .0115 is 1.15, but it threw me.

You don't need to know the package price of either brand to solve this
problem; that was just thrown in to confuse you.
PnS = 5 c/sf
PnS = (10/3) * GW
That's all the information you need.
Once you learn to pick out the useful information from the noise, this
type of problem will be a snap.
