If you mean a function such that
f(1,4) = 3, f(3,8)=6, f(6,2) = 4, f(2,9) = 6 and f(5,3) = 4,
then yes.
Actually one can give z as either a polynomial function in x only or as
a polynomial function in y only, either with rational coefficients.
E.g., g(x) = (-3*x^4 + 68*x^3 - 513*x^2 + 1468*x - 660)/120
.
