All these places seem fantastic, but perhaps I should also apply to
some lower ranked places. Any suggestions? I have been referring to the
USNews 2007 rankings so far. How dependable is that source?

You could check out the University of Colorado at Boulder. When I was
there as a grad student in the early 90s it had an active group of
number theorists and a quick check of their website shows that they
still have 5 number theorists. It's not my field, so I don't know how
they rank in the number-theory world (although I do know that Peter
D.T.A . Elliot is one of the leading figures in probabilistic number
theory). Even if it is not one of your top choices it is worth looking
into. Even though it is a minor consideration no doubt, the sheer
physical beauty of the setting can't be beat.
