I have just spent a couple hours perusing the various pages for the
LaTeX program materials. Smith's page, latex project page, TUG's
pages, Knuth's page, MikTex page... lot's of talk of mirror sites,
drivers, FTPs, files galore, and so much other stuff.
(1) It isn't that difficult to install TeX/LaTeX,
and you certainly don't have to read the material you quote.
(2) To get a sensible response, you would have to say
what OS your machine is running under.
(3) You will get a much better, and quicker, response
to questions about TeX or LaTeX on the comp.text.tex newsgroup.
