I really wish these sorts of incidents would be reported to the
schools and department chairs and president of the school.
I have seen students expelled for lesser variants of plagiarism.
Are professors/instructors/institutions/schools immune from that which
they preach?
What kind of example does that set?
Truly disgusting behavior in my opinion!

It is a problem, one which has a decidedly cultural component.
I understand that many Asian cultures, for instance, have a long
tradition of what we westerners would consider a markedly different
attitude towards intellectual property. I heard an interview with
a Chinese scientist last week where the scientist was complaining
about just this sort of behavior.
On a personal note, the former President of the college where I teach
eventually decided to resign when it was discovered that he failed
to mention that his discussion of a book he had read actually came
from a review at amazon.com. So, in answer to your question, no,
even some college presidents aren't immune.
