There is a latex newsgroup (forgot its name) precisely for this sort
of questions.
Anyway, MikTex (google for it) is a good free distro of LaTeX for
windows. In connection with it, you may want a good text editor. I use
WinEdit which is not free but is not expensive either. Free text
editors exist by the tens or hundreds. I also use jedit but for other
purposes not related to LaTeX-ing.
In linux land there are plenty of choices. People swear by emacs or
vi(m). I like neither, but truth be told, I have not tried to bend my
mind around them. A full LaTeX environment (as the above mentioned
editors) comes packaged with every decent linux distro - or you can
easily download them.

First install MikTeX from an installation file to be downloaded from
http://www.tug.org/protext http://www.tug.org/
Then install TeXnicCenter from...
Fresh download from http://www.toolscenter.org/downloads.html:
TeXnicCenter Setup, Version 1 Beta 7.01 ('Greengrass')
Download this if you want to use TeXnicCenter.
TeXnicCenter is a free integrated development environment for TeX/LaTeX with a fine built-in editor. A most nice feature is signalling of parentheses unbalance situations and highlighting of text blocks within matching parentheses () {} [].
TeXnicCenter merges almost automatically with the previously installed MikTeX system.
Output is DVI, PDF, PS at your choice. The PDF output supports hyperlinks, provided one uses the hexadecimal equivalents of most special characters. [For instance ( = %28, ) = %29, blank character = %20]. Just try how things go.
