LaTeX is a TeX macro package, i.e. it defines, on top of the TeX primitives,
a friendlier language in which to write your document. In this sense one
must first have TeX to use LaTeX. It's not, however, necessary to know
anything about TeX to write LaTeX, and indeed LaTeX distributions come with
programs that allow you to compile and otherwise treat LaTeX as if it were a
fully independent language.
