If you're referring to the three index completely anti-symmetric
object used to define 3 x 3 determinants and vector cross products,
then yes it definitely is a tensor. Since vectors are first rank
tensors, and cross products of vectors are second rank tensors, by the
quotient theorem, the Levi-Civita symbol must also be a tensor.
