at a level that is higher than one is defined at. Hence unity must be defined at a deeper level than the plural numbers(the natural numbers greater than one). Here then we can get to a nearly Boolean basis where zero and unity are defined but all else is derived.
You will find this concept in the Peano axioms as
"the successor of a natural number".
