warning about Indian university scam

This is just an alert to anyone who is approached by faculty members or the "registrar" of Madurai Kamaraj University in Tamil Nadu, India, asking for an evaluation of a PhD thesis. They promise an honorarium of $100, but apparently they don't actually pay you once the work is done, at least not in a timely fashion. I evaluated a thesis and submitted my report to them in mid-June, but despite repeated emails, they have not paid me for my work. I got a reply from the registrar only once, in early August, saying that my payment was "in process". Has anyone else had a problem like this? If so, please reply to me about it. Anyway, be warned.
