I would call that an invasion of privacy.

Maybe it's illegal (for example, stalking), maybe it's not (for
example, a licensed private investigator), but either way, it's still
an invasion of privacy.

Moreover, if the police or a government agency does it, unless it
clearly serves the community (from the community's perspective), not
only is it an invasion of privacy, it's a kind of political
intimidation, more characteristic of totalitarian regimes.
