If the van is recording only information that is visible from
a public place, then no, you haven't lost any privacy. In order
to lose privacy, you have to *lose* something that's *private.*
What happens inside your house is private. (Roughly.) What's
visible from the outside is not private.

I have a nice faux wrought iron bench on my porch. Sometimes
when I'm waiting for someone to arrive I go outside and sit there.
I can see my neighbors arrive and leave. Have they lost privacy?
No. So how is it that if I increase the quantity of that observation
it's suddenly private information I'm obtaining?

I'm not saying that your van scenario should or should not
be allowed. I *am* saying that unless a better argument than
invasion of privacy can be mustered, there are going to be vans.
It's *not* a privacy issue.
