If the thesis is relatively recent, it is likely that the author could
simply send you a dvi file or pdf file of his thesis. Contact the
author directly and ask his assistance to obtain a copy of his thesis.

Some university libraries have stuff available online for their people
only. Others refer to copyright issues so that it is not online, or
only a few pages are. Others want you to pay. (!!)
Well, here in Germany at least, one is required by law to have such
theses publicly available.
What would you do? Someone from the US can give me a few hints?
