I doubt there's any deep "reason" for it. People generally count
starting at one. So it's natural to lay out the first nine number keys
as 1-9. Then the leftover zero has to go somewhere, so it goes after
the others. It's also where you'd expect the "10" to appear if you
were counting.

In fact, if you asked a sampling of non-mathematicians to name the ten
digits, I'd bet that the vast majority of people would say them in the
order 1,2,3,4,5,6,7,8,9,0.
