I don't have any direct knowledge of how the GRE is
scored, but I've always assumed the reported scores
are not a direct or raw report of the number of
correct answers. I understand them to be scaled.
(Which is why what they are doing now is "rescaling.")
Meaning that there are a number of different raw scores
that are all aliased to 990. The rescaling could then
map these formerly-990 raw scores to different values.
This is pure speculation on my part but it could explain
what they are saying.
