Anytime you create a protocol that allows easy communication with
thousands of people, spam will be a problem. I don't see how you'll
fix it without either a moderator.

Using an algorithm, wouldn't it possible to index email content, and
compare two sets of data 1)email content moving through MTA gateways
with 2)email content at the email client level, and if the content is
not original, or permitted (or say, if millions of copies exist and
are unsolicited), the content never makes it to your inbox.

Or say, the inverse of torrent, "some intelligence," so to speak. Or a
pre-container at the MUA that first assumes everything is trash,
compares it to other containers, and /dev/nulls unsolicited
duplicates, or that violate MUA rules.

It would cause a delay; how much delay would depend on the
thoroughness of the search; at any given time, some people would
prefer to wait, while others not, etc.
