I'd say the most likely reasons are: Fermat's claim that he had an
ingenious proof of the theorem (which seemed reasonably plausible,
since he was a great mathematician and had a tendency not to publish
proofs that he had found), and the fact that over the years
significant progress had been made bit by bit, including at least one
time where a top mathematician of his time believed that a proof had
been found.
