making, that there
is no possibility of enforcing such a rule in
newsgroups, because
no-one controls them.

I perfectly realize your point.
But precisely the aim is to change this octopus of operation, and keep it under some kind of control (or rule).
Well, this is my one of the goals in fixing the ailing educational system in America, once I have taken off my new Math.
